[ARCHIVED] Campbell County Industrial Development Authority to Build 45,000SF Building at Seneca Commerce Park

RUSTBURG, VA - The Campbell County Industrial Development Authority (IDA) has contracted with Coleman-Adams Construction Inc. to construct a 45,000 square foot industrial shell building on a 6-acre parcel in Seneca Commerce Park. The goal is to encourage a commercial or industrial user to locate in Campbell County. 

"We are very grateful to the Campbell County IDA for selecting us," said Clif Coleman, President and CEO of Coleman-Adams Construction, "and we are looking forward to getting started on this project" 

This is Seneca Commerce Park’s second IDA industrial building project, and it is expected to be ready for a tenant in 2025. The construction of a shell building drastically reduces the timeline for prospective businesses during the site selection process. 

“This project is possible thanks to the success of our first Seneca Park building. We’ve been fortunate to have two great tenants over the years in Simplimatic and now CTP (Ceramic Tubular Products LLC),” said IDA Chairman Vance Driskill. “We are excited to invest those profits into this new building to build upon that success.” 

Earlier Investment Provides Seed for Continued Development

In 2017, the Virginia Tobacco Region Revitalization Committee provided $672,644 toward the development of the 10,000-sf building at 265 Ewing Drive, greatly reducing the IDA’s costs and enabling the Authority to rapidly pay down that construction loan and begin accumulating the funds that makes this project possible. 

"This is a good example of the positive impact early Commission investment in sites and infrastructure can have on a locality," said Tobacco Commission member Watt R. Foster, Jr. "The Commission's investment in the first shell building at the site not only helped attract two great businesses but has now allowed Campbell County to move forward with constructing a second building at the site to repeat that success. I am confident that the Commission's strategic investments will continue to be a catalyst for economic growth in the region for decades to come." 

In addition to CTP, Seneca Commerce Park is currently home to Pinnacle Trailer Sales and telecommunications company Shentel has buildings on two separate lots. Campbell County Parks and Recreation also operates around five miles of hiking and biking trails that loop around the park. 

The new building will be located one lot over from the IDA’s existing building at 265 Ewing Drive. Both the timeline and the construction budget for this project are significantly reduced due to the lot being cleared and roughly graded in 2019 during the site preparation phase for the 265 Ewing project.

“We saw the opportunity to level the neighboring lot while grading for 265 Ewing and create this shovel-ready site next door,” said Nina Rezai, Director of Economic Development. “This project will cost less and be tenant-ready faster thanks to having the lot previously made ready to build.” 

The Campbell County Board of Supervisors approved transferring the 6-acre parcel in June to the IDA for the current project, resulting in a "dark shell" building with walls and a roof and the remaining finishes to be completed once a tenant is secured. Synergy of Multiple Projects at Seneca Commerce Park Campbell County Economic Development and the IDA work closely together to further the County’s efforts in creating a high quality of life for its citizens and attracting world-class employers and their employees to participate in a diverse and prosperous economy. 

“It’s been an exciting year at Seneca Commerce Park,” said Rezai. “Between the 100,000- square-foot building the County is constructing and this 45,000-square-foot facility from the IDA, prospective businesses are getting a great representation of what the park can hold.” 

Campbell County Economic Development is prepared to build on the synergy of having two building projects underway simultaneously. Being able to market both buildings at the same time gives it options to offer prospective developers and increases our chance of being the ‘perfect fit’ that site selectors seek for their clients in this highly competitive site selection landscape.

The Campbell County Board of Supervisors established the Industrial Development Authority in 1969 to promote industry and develop trade in the area. The Campbell County Industrial Development Authority (IDA) consists of seven members, appointed by the Board of Supervisors based on districts and serve a four-year term.
