The Department of Citizen Engagement and Quality of Life (CEQL) is comprised of several smaller departments, which work together to provide citizens with programming, resources and materials that best suit their needs.
CCPLS is dedicated to meeting the evolving educational, informational, and cultural needs of the public. There are four library branches within the county: Campbell County Public Library (Main Branch) in Rustburg, Patrick Henry Memorial Library in Brookneal, Staunton River Memorial Library in Altavista, and Timbrook Library in Lynchburg.
In-house resources include access to the Internet, copying/faxing services, free notary services, 1x1 technology assistance, job searching help (by appointment), books and other materials (including nontraditional items), public meeting rooms, and more. The library also provides access to virtual resources and databases.
As the name suggests, the Department of Parks & Recreation focuses on maintaining the county's seven public parks, and organizing events and activities for residents. Park amenities include campgrounds, fishing, hiking, biking, disc golf, playgrounds, recreational fields, and more.
Recreational activities include youth sports leagues, open gyms, and special events/camps. Rec staff also work with partner organizations to provide more opportunities to residents.

This division focuses on promoting both Parks & Rec and the library through outreach, family programs, large-scale events, and more community-building opportunities.
Programs include regular storytimes, annual events, school field trips to the library, and weekly senior groups.
The Literacy program provides free and confidential English language instruction to adult students. They train and manage a team of volunteer tutors, who meet students at any library within the county. Tutors can instruct students on English language speaking, writing, and grammatical skills, as well as help them prepare for the GED and/or U.S. Citizenship exams.
