The Campbell County Board of Supervisors provides the opportunity for general public comment at a public meeting at least once per quarter, pursuant to Virginia Code Section 15.2-1416.  At this time, the Board invites any citizen who would like to address the Board to come forward and speak on any topic of concern.  Speakers are asked to limit their remarks to no more than three (3) minutes.

RECREATION OPPORTUNITY ASSESSMENT

In 2025, Economic Development hosted the groundbreaking of a 100,000 square foot shell building at Seneca Commerce Park.  Additionally, the Industrial Development Authority embarked on the construction of a 45,000 square foot shell building.  The Board of Supervisors also approved the rezoning of the 136-acre parcel in the park to Heavy Industrial.  

Campbell County owns 40 acres that extend from Lot F to Gough Road.  During the rezoning of the 136 acre parcel, there was a consensus to develop the site for Economic Development purposes, while incorporating recreational amenities in some fashion to compliment those efforts.  Staff is requesting to engage with the Virginia Tech Center for Economic and Community Engagement to conduct a Recreation Opportunity Assessment.  This would provide the recreation community with an opportunity to refocus priorities with the economic development community, with input from the Board of Supervisors, to begin the next planning phase for the property.

RECOMMENDATION:  The recommendation is to authorize staff to execute an agreement with Virginia Tech to conduct the Recreation Opportunity Assessment and nominate two members of the Board of Supervisors to participate in the feedback session alongside two members of the Industrial Development Authority and Recreation Advisory Council.

UPDATE - PLANNING COMMISSION RECOMMENDATION REPORT

Mrs. Reusch has worked with the Planning Commission to update the format of the public hearing reports.  Attached is the updated format, as approved by the Planning Commission, for the Board’s review.

8.I.

#PL-25-204 - REZONING & SPECIAL USE PERMIT REQUEST – CREWS SHOP ROAD

This request is from Norm Walton, agent for B&M Trucking, to rezone 11.13 acres located on Crews Shop Road and further identified as tax map parcel 17-B-2A from Agricultural to Industrial – Heavy, with a concurrent request for a Special Use Permit to allow for tractor-trailer storage.  The property is located in the Concord Election District.  As per the Comprehensive Plan, the property is located in an area designated as medium to high density residential and medium to high density commercial.  This request was continued from the November 6, 2025, Board of Supervisors meeting prior to the public hearing at the request of the applicant.

The applicant is seeking to rezone the parcel to Industrial – Heavy with a concurrent special use permit in order to allow for a trucking yard for tractor-trailer storage.  This would be an expansion of the existing trucking terminal on parcel 17-B-3 (approved by the Board on December 4, 2018) and parcel 17-A-54A (approved by the Board on December 6, 2016).  If approved, the area to be rezoned would be used for additional tractor-trailer parking.  Buffers will be required to be maintained or installed between the industrial use and adjacent parcels zoned Agricultural.  The applicant is submitting proffers to limit the permitted uses of the property.   

RECOMMENDATION:  The Planning Commission recommended approval of this request by a vote of 5-0.

8.II.

#PL-25-219 - REZONING – LONE JACK ROAD & BRIGHTSIDE DRIVE

This request is from Bruce Bunnell, agent for BRI Properties, LLC, to rezone 15.13 acres located on Old Rustburg Road and Lone Jack Road, and further identified as tax map parcels 15B-A-1 and 15-3-2 from Residential – Multi Family to Residential – Manufactured Housing, to allow for the continued use as a manufactured home park.  The property is located in the Concord Election District.  As per the Comprehensive Plan, the property is located in an area designated as medium to high density residential.

The applicant is seeking to rezone the parcel to Residential – Manufactured Housing in order to allow for the continued use of a manufactured home park known as Bennie’s Rentals.  The use of the property as a manufactured home park predates the zoning ordinance and is a vested right.  The applicant would like to replace some manufactured homes that had been previously removed; however, because it has been two years since their removal the new manufactured homes must conform to the zoning ordinance.

RECOMMENDATION:  The Planning Commission recommended approval of this request by a vote of 5-0.

8.III.

#PL-25-224 - REZONING – 365 MOORMAN MILL ROAD

This request is from John Payne, agent for Gdansk Land & Realty, LLC, to rezone 1.39 acres located on Moorman Mill Road and further identified as tax map parcel 32-8-4A from Agricultural to Residential – Single Family, to allow for the property to be subdivided and an accessory dwelling unit, that is currently under construction, to be converted into a standalone single-family dwelling.  The property is located in the Spring Hill Election District.  As per the Comprehensive Plan, the property is located in an area designated as medium to high density residential.

The applicant is seeking to rezone the parcel to Residential – Single Family in order to allow the property to be divided into two (2) 0.695 +/- acre parcels of land and convert an under-construction Accessory Dwelling Unit to a standalone Single Family Dwelling.  The parcel is currently 1.39 acres which would not allow the parcel to be divided under the current Agricultural zoning district minimum lot size requirements.

RECOMMENDATION:  The Planning Commission recommended approval of this request by a vote of 5-0.

SEMI-ANNUAL CODE UPDATE

Semi-annually the Board of Supervisors updates the Code of Campbell County with mandated changes that result from action of the General Assembly and discretionary changes that are initiated by either the Board or staff during the year.

Some of the proposed amendments to the County Code for the regular fall update are mandated changes to mirror state law changes that were effective July 1.  Others are discretionary changes requested by staff or are minor amendments clarifying certain aspects of the Code.  Staff will review the summaries for the semi-annual update at the Board meeting.  The amended text for all chapters has been available electronically, with a paper copy available in the County Administrator’s Office.  The summary of all changes is attached to this memorandum.  The proposed changes to Chapters 21 and 22 of the County Code will be reviewed at a Planning Commission public hearing on December 1, 2025.

RECOMMENDATION:  Staff recommends that the Board review the Code changes and conduct the necessary public hearing required to take action on the list of proposed changes to the County Code.  Following the public hearing, the Board should consider adopting so many of the above changes as the Board finds to be appropriate.
