Comprehensive Building Permits

No permit shall be issued until the required fee has been paid; nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the dimensions or size of the building or structure, has been paid.

Note: A 2% state tax levy is added to each permit

Miscellaneous Buildings and/or Structures (all use groups)

Buildings and structures not specifically covered by this fee schedule shall be classified by the building official with fees to be determined by that classification.

Plan Review

The plan review is included in the permit fee. However, when required by the Building Official, construction documents shall be referred to a qualified and approved plan review service. All fees and costs related to the performance of the plan review service shall be the responsibility of the building owner.

New Residential Comprehensive Construction

Inclusive of building structure, electrical systems, mechanical system, porches, decks, and all appurtenances. Covers new construction of residential buildings from the ground up.

The fee shall be based on the floor area to be constructed as computed from the exterior building dimensions at each level.

Building Permit (Non-Inclusive)

Building structure, electrical systems, plumbing systems, mechanical systems, porches, decks and all appurtenances are computed separately.

Residential (including modular homes)

Covers additions, alterations, and/or renovations requiring building permits.

Covers new structures, additions, alterations, and/or renovations requiring building permits.

Relocating Buildings or Structures

New construction and basement fees shall be established as the same rate as for the structure's group classification and in no case less than the minimum fee for that use group.

Residential installation: gas range, water heater, gas burning appliance or appurtenance, floor furnace, warm air furnace, boiler, conversion burner stoker, fuel tank (oil or gas), clothes dryer, central air conditioner, heat pump or air handling unit. $5.00 per appliance installed

Plumbing Permit

Other Permits and Fees

Commencement of Work

In the event that any construction, alteration, repair, or other work requiring a permit is commenced before said permit is secured and fee paid for the same, a fee of fifty ($50.00) dollars shall be added to the original fee and paid at the time the permit is issued. Payment of such fee shall in no manner relieve the violator of any legal prosecution.

Re-inspection Fee

A re-inspection fee of fifty ($50.00) dollars shall be charged for each additional inspection when any of the following reasons are the cause of the additional inspection:

  1. Wrong or no 911 address
  2. Premises locked or inaccessible
  3. Repairs or corrections not made when re-inspection requested
  4. Work not ready when inspection requested

Appeals

A fifty ($50.00) dollar filing fee shall be charged for each appeals application submitted to the Campbell County Board of Building Code Appeals. All appeals shall be governed according to the Virginia Uniform Statewide Building Code (USBC).

Refunds

There shall be a processing fee of twenty-five ($25.00) dollars on all requests for refunds. In the case of a revocation of a permit, abandonment, or discontinuance of a building permit, the portion of work actually completed shall be computed and any excess fee for incomplete work shall be returned to the permit holder "upon written request." All plan examination fees, penalties, and unpaid fees that have been imposed on the permit holder under the requirements of this code shall first be collected.

Tents and Membrane Structures

Structures that cover an area of over 900 sq. ft. including connecting areas of spaces with a common means of egress or entrance or which are used or intended to be used for the gathering together of more than 50 persons.

Amusement Devices

To be inspected and reported of each ride submitted to the department by independent agent at the owner's expense. The owner shall provide proof of financial responsibility in a minimum amount of $100,000 per person and $300,000 per occurrence. Such proof shall be demonstrated by a bond or cash reserve, or certificate of insurance providing coverage for liability arising out of the use or operation of the amusement device.
