Citizen Advisory: Campbell County Administrative Offices Closed to the Public, Effective 8:30 a.m. Tuesday, March 24

  • Residents Asked to Use Online, Email and Call-In Services

  • County Administrator Declares Local Emergency to Streamline Processes, Resources, and State/Federal Funding Reimbursement 

In accordance with Governor Northam’s Social Distancing Order of March 23, 2020 and toward keeping our residents and staff healthy and safe, Campbell County offices will close to the public, effective Tuesday, March 24 at 8:30 a.m. County officials advise that residents use online services, email and phone calls to conduct needed County business.

Emergency Services: Emergency response services are still operational 24/7. However, residents may notice additional precautions in the days ahead (such as masks and other protocols) taken by first responders who interface routinely with the public. Any required protective measures for emergency response teams are not meant to alarm the public but rather further reduce risk to both service providers and residents being served.

If you are experiencing an emergency, call 911 as usual. If you are reporting a non-emergency, please call the Campbell County dispatch center at 434-332-9574, 434-592-9574, or 434-283-9574. Staff will work with you to determine if your situation requires an in-person response from Public Safety personnel/volunteers or Sheriff’s Office personnel.

State of Emergency Declared: Campbell County Administrator, Frank Rogers, declared a local State of Emergency on Friday, March 20. This declaration helps local officials to streamline processes and more quickly obtain needed resources to serve the public during times of crisis. It also establishes a means of federal and state reimbursement for any emergency expenses incurred due to COVID 19.

Other Office Closings and Service Changes:

The Campbell County Treasurer’s Office will likewise close to walk-in services. You may mail or drop off payments and materials the Outside Drop Box, located on the front, left-hand side of the Citizen Services Building (85 Carden Lane, Rustburg, VA 24588). The Treasurer’s Office may also be contacted via phone at 434-332-9590, 434-592-9590, or 434-283-9590 or through email at treasurer@campbellcountyva.gov.

The Commissioner of the Revenue’s Office will be closed to the public until April 20, 2020, at which time the Commissioner will reevaluate the necessity of extending its limitations of service.

The Commissioner of the Revenue will receive and process your 2019 Virginia State Income Tax Return and the county’s 2019 Real Estate Tax Relief applications that have been completed and are ready for processing. Unfortunately, due to the current Presidential directive to minimize direct interpersonal contact, staff will not be able to personally prepare your 2019 Virginia Income Tax Return at this time. You may deliver your 2019 Virginia Income Tax Return or 2019 Real Estate Tax Relief Application to the Commissioner by placing it in the Drop Box (again, located at the front, left- side of the Citizen Services Building in Rustburg).

You may use any of the following acceptable methods to contact the Commissioner of Revenue’s Office, and a team member will discuss how they may be of assistance to you.

The Campbell County Clerk of Courts office remains open to process the required recording of deeds, land records, and essential permits/documentation. Those seeking fire arms permits (and other permits) are encouraged to mail in applications for processing. The Records Room is open to the public, however, mandated social distancing directives still apply to those seeking records in that facility. 

The Clerk of Courts Office asks that residents first call the office before visiting in person for guidance on how to most safely meet their needs (email, mail, etc.).  Most court cases have been continued at this time, however those with continued/postponed cases and hearings should contact their respective attorneys for scheduling updates.  

In addition, anyone needing probate services must call to make an appointment prior to visiting the offices.

The Campbell County Department of Social Services will also close offices to the public. Staff request that you transact any business via telephone or internet.

For Medicaid only (applications and renewals): call CoverVA at 1-855-242-8282.

To report abuse and neglect, utilize the following toll-free hotline numbers that operate 24/7: Child Abuse or Neglect Hotline: In Virginia, 1-800-552-7096; Out-of-State, 1-804-786-8536; Hearing-impaired, 1-800-828-1120.

Adult Protective Services Hotline: 1-888-832-3858.

The local Social Services office may be contacted by telephone via the following numbers: 434-592-9585, 434-332-9585, 283-9585.

The Community Development Department staff will continue to offer the same permitting, inspection scheduling, and planning/zoning services via phone, email, and the citizen portal. General inquiries may be submitted to communitydevelopment@campbellcountyva.gov and/or 434-332-9596, 434-592-9596, or 434-283-9596. Inspectors will still be making site visits (while applying proper social distancing) to ensure contractors and citizens are able to continue their projects.

To Apply For a Building Permit:

Please visit our Citizen/Contractor Portal at: https://co-campbell-va.smartgovcommunity.com/Public/Home

Once you set up an account on the portal, you can apply for building and zoning permits, upload documents, and schedule inspections. Step-by-step instructions are available if you need assistance.

To Schedule An Inspection:

If you have a portal account, you can still schedule an inspection. Staff are also accepting inspection requests by phone and email. All inspection requests MUST be made by 4:30PM to be scheduled for the next business day. When calling or emailing, staff will need the PERMIT NUMBER and TYPE of inspection. For Planning and Zoning Services: You may also submit plats and site plans for review through the Citizen/Contractor portal or by email. If you need a final plat or site plan signed, please mail to the address above with a check or call with a credit card, along with your name and phone number, and arrangements will be made for picking up the final signed plat or site plan. If you have questions concerning applying for a special use permit or rezoning request, please call or email. Libraries: 

As libraries will remain closed until March 31, we encourage residents to use our libraries’ online services.

As we navigate daily operations, County and local health officials also remind residents, staff and visitors to:

  • remain calm throughout these changes;

  • continue to wash your hands thoroughly;

  • avoid touching your face;

  • sneeze into a tissue/sleeve and dispose of any waste appropriately;

  • properly clean and sanitize frequently touched surfaces;

  • stay home if you are feeling ill; and

  • avoid social group gatherings/events of over 10 people.
